Your PayPal account can be a personal or business (recommended) account to receive commissions -- up until $1,000 monthly payouts. 

In the United States, the IRS requires that a business issues a Form 1099-NEC (Nonemployee Compensation) to affiliates or independent contractors who earn $600 or more in commissions or payments in a calendar year.  

You will receive a 1099 form at the end of the year if applicable.
